Atlus has no plans to bring Persona 5 The Royal out of the PS4 platform
Before announcing Persona 5 The Royal, Atlus was rumored to be working on Persona 5 for other platforms. However, there seems to be no sign of the developer porting Persona 5 The Royal or the original version to other platforms in the near future.

This was reported from an FAQ from the Japanese Persona Channel site regarding the differences between the original version of Persona 5 and Persona 5 The Royal. One of them is the developer who explained that at this time they have no plans to bring Persona 5 The Royal or the original version of Persona 5 to platforms other than PS4.
In addition, the FAQ also explains that players will be able to import Save data from the original version of Persona 5 on PS3 and PS4 into Persona 5 The Royal to get some benefits at the beginning of the game, it is not clear what the benefits are.
Another interesting thing listed in the FAQ is that players who have purchased DLC in Persona 5 will only have to pay 10 yen per 1 piece of content to reuse it in Persona 5 The Royal. It is unclear whether this will also apply to its release outside of Japan or not.
However, Atlus itself has planned Persona 5 Scramble: The Phantom Strikes or Persona 5 with Musou game seasoning, to be released on the Switch platform and not exclusively for PS4 only. Considering that quite a lot of fans are expecting Persona 5 on the platform made by Nintendo, maybe this is done by Atlus to “test the tide” whether the Switch is a suitable place for the main series of the Persona game.
