Afaik the definition of a dev hell requires the game to not make any development progress, while DL2 keeps moving forward, we announced the game too early but it’s far from being in a dev hell 😛

Dying Light 2 itself was first announced at the 2018 E3 event. It was planned for a spring 2020 release, but unfortunately it had to be postponed due to the Covid 19 pandemic. Even in 2021, we still don’t have a definite release date. Therefore, it is natural that many gamers start to question the slow progress of the game development.
At least we will still get a bright spot in the near future. Because Techland promises to provide new information about Dying Light 2 on March 17th via their official Discord server.
